WaterAid, UNICEF/DFID IGD Project
The FGN/UNICEF/DFID WES project is to be implemented within the Integrated Growth Development Programme (IGDP) for 2002-2007. As stated in the project memorandum and logical framework document, DFID will provide support to the FGN/UNICEF WES programme as part of an expanding relationship. The project is part of an integrated approach to child growth and development within a new conceptual framework. The project will be implemented in Benue, Enugu, Jigawa, and Ekiti States. It will be coordinated from Benue State.
WaterAid's position is in line with the key aspect of the project, which is commitment to reform State and Local Governments to be more actively involved in planning and budgeting and their willingness to attach significance to software as well as hardware will be levered through the development of appropriate systems and incentive packages linked to levels of compliance. Moreover in line with the concept, systems for decentralised WES delivery will be developed and fine tuned in self-selecting LGAs which will be encouraged to set up WES units with operational budgets as a first step of compliance.
Scaling up our successful experiences in this regard comprises two elements:

Inclusion: The vast majority of the target population is provided with sustainable, improved services within a reasonable timeframe.

Institutionalisation: A system of actors and institutions (public, private, and/or civic) is in place with the necessary capacity and resources to deliver sustainable WES services indefinitely.
