CWIS Master Trainers’ Programme 2024
Bangladesh has made significant progress in sanitation, achieving Open Defecation Free (ODF)
status. However, only 39% of the population has access to safely managed sanitation, one of the
lowest rates in South Asia. Municipalities, particularly in urban areas, face challenges due to rapid
population growth, inadequate infrastructure, limited human resources, and insufficient financial
support. These challenges put the country’s goal of achieving SDG 6 by 2030 at risk. According to the
“Local Government (Paurashava) Act 2009,” municipalities are responsible for faecal sludge
management (FSM), but strengthening their capacity is essential for effective planning and
implementation.
Citywide Inclusive Sanitation (CWIS) offers a comprehensive approach to addressing urban sanitation
needs by integrating the Institutional and Regulatory Framework (IRF) for FSM. CWIS promotes
context-specific solutions, whether sewered or non-sewered, and emphasises stakeholder
engagement, including marginalised communities and private sector involvement. It also strengthens
the regulatory framework to ensure safely managed sanitation services.
To successfully implement CWIS, building the capacity of municipalities and their staff is crucial.
Ensuring equal participation of male and female officials in CWIS functions - such as responsibility,
accountability, and resource management - will strengthen leadership, empower decision-making,
and address gender-specific needs. Training municipal officials as master trainers will enable them to
assist municipal authorities in recognising challenges and identifying gaps in institutional capacity and
resources necessary for adopting CWIS in their respective municipalities. This approach will also
support regional capacity-building efforts and promote best practices through a collaborative network.
Such initiatives are essential for mainstreaming gender equity and contributing to the achievement of
CWIS outcomes and SDG 6.
Learning Objective
The participants will get the opportunity to learn from experts, academicians and professionals who have proven experience. The participants shall have exposure to and a better understanding of:
- Citywide inclusive sanitation (CWIS) framework
- Faecal sludge management (FSM) value chain
- Institutional roles and responsibilities
- Facilitation of workshops to share CWIS knowledge
- Sanitation assessment tools (e.g: SFD and WFD)
Modality
- The training is residential and will be conducted on-site at the designated venue.
- The training will be conducted in Bangla language.
Fees and facilities
WaterAid Bangladesh will offer training fellowship to limited number of deserving candidates. Selected participants will be provided scholarships to cover tuition fees, food and lodging for this training including the exposure visit.
The selected participants need to bear the cost of travel for attending this training, and no alowance will be provided.
