Citywide inclusive sanitation (CWIS) action plan (CAP)
Bangladesh's rapid urbanisation has created a critical need for sustainable sanitation solutions. The citywide inclusive sanitation (CWIS) approach is being adopted, but implementation faces challenges. Municipalities must integrate CWIS into their plans as part of the National Action Plan (NAP). However, coordination between national and local sanitation experts and Faecal Sludge Management (FSM) providers is complex, and municipalities struggle to provide necessary infrastructure for FSM services.
To address these challenges, a Municipality Standing Committee on health, water, and sanitation is proposed to oversee FSM services and connect experts with service providers. A proposed FSM Monitoring Cell would monitor service aspects like disposal and treatment. Municipalities should enforce bylaws to regulate FSM services and maintain a sanitation facility database. Building capacity among municipal officials and stakeholders is essential, with support from organisations and development partners. Integrating CWIS into city plans and providing training are crucial for sustainable sanitation solutions.
CWIS Action Alan (CAP) is a tool which follows the 5 stages, (A)wareness on CWIS approach, (B)aseline study, (C)onsultation with stakeholders, (D)evelop CWIS planning, and Implementation, Monitoring and Evaluation (IME). These stages are referred as ABCD-IME approach for CWIS planning at municipality level.
