This position paper outlines critical perspectives of the Climate Justice Alliance Bangladesh (CJA-B), aiming to drive impactful advocacy at the 29th Conference of the Parties (COP 29) hosted in Baku, Azerbaijan. Developed through collaboration among climate change experts, civil society organisations (CSOs), and policy leaders, the paper articulates a unified stance on key climate action areas essential to achieving the 1.5°C target.

Alongside authors from the alliance, WaterAid’s Mr Adnan Ibne Abdul Qader played a pivotal role in authoring his insight on loss and damage, bringing deep insights into climate resilience and the vital importance of equitable access to water and sanitation amid worsening climate conditions. Additionally, Mr Partha Hefaz Shaikh from WaterAid provided critical insights, drawing on WaterAid’s field expertise to shape practical, actionable recommendations on climate adaptation, community empowerment, and sustainable resource management.

The CJA-B emphasises the urgent need for a just transition aligned with equity and common but differentiated responsibilities, ensuring that vulnerable populations are prioritised. Central to the paper’s recommendations is establishing an ambitious Global Goal on Adaptation (GGA) and a robust transboundary adaptation framework, recognising shared climate risks across borders.

The paper further advocates for predictable finance mechanisms, particularly the Loss and Damage Fund, starting at USD 400 billion annually from 2025 and scaling to USD 1–2 trillion. Governance of this fund should incorporate direct access for frontline communities and prioritise grants over loans, ensuring equitable support for climate resilience and recovery.

In its pursuit of climate justice, CJA-B calls for gender-responsive actions, youth involvement, and rights-based approaches within UNFCCC frameworks, underscoring that inclusive and transparent climate policies are vital for sustainable global progress.
